Avishai Marziano
Group Chief Executive Officer

Marziano is Group CEO of Cellcom Telecommunications Guinea and Liberia, with responsibility for both operations, including all business units and staff functions. He assumed the role in October 2013.

Marziano has over 15 years of experience in the global telecom sector. Marziano joined the LR Group (an affiliate of Cellcom) in 2002 representing the company as a technical expert in CDMA technology in order to re-design the initial Cellular system set up in Angola. He played an essential role in the consolidation of Movicel, Angola spinout by leading strategy and producing fundamental improvements in the technology evaluation.

In January 2006 Marziano was appointed Chief Technology Officer of Cellcom Guinea where he served four years as chief engineer for both CDMA and GSM technologies before assuming the role of CEO for Cellcom Liberia. Prior to LR Group, Marziano worked as Planning Engineer with Pelephone Ltd., a subsidiary of Motorola.

He earned a Bachelor of Science in Electrical Engineering and Business Administration in Economy and Management from University of Tel Aviv in 1999.


Miki Feigin

Chief Financial Officer

Feigin has served as Chief Financial Officer for Cellcom since 2004.

Preceding Cellcom, Feigin was the VP of Finance at Johnson and Johnson Medical, Israel for 4 years. He functioned as a Director in the Finance Department of Cellcom Ltd. from 1995 to 2001.

Prior to 2001 Feigin worked as an Economist and Chief Economist for several leading international companies.

He holds a Master of Science in Management, from the University of Boston and a B.A. in Economics.

Wadei Powell
Vice President, Administration and HR

Powell joined Cellcom in May 2012 assuming primary responsibility for administrative and human resource matters.
Prior to Cellcom Powell was General Services Manager for Firestone Liberia, Inc. from March 2009 to May 2012 and Inventory Control Manager from June 2006. At Firestone she directly oversaw government relations, concession agreement compliance, inventory control, education, information technology/payroll, medical administration and corporate legal affairs. She also served as Chair for the Firestone Liberia Scholarship program.
From December 2005 to May 2006, Powell was Manager of Information Systems at the Central Bank of Liberia. As a Liberian National, prior to moving back home in 2005, Powell worked with several industry associations and Fortune 500 Companies in the United States, the last being Mellon Financial.
She currently serves as the Second Vice President for the Liberia Chamber of Commerce. She is a member of the Executive Committee of the LCC and Corporate Responsibility Forum. During 2010 and 2011 Powell sat on the Board of the National Port Authority of Liberia.
She earned a Bachelor of Arts in English from the University of Maryland, College Park in 1996 and a MSc. in Information Technology Systems Management, with emphasis in Organizational Development, from Capitol College in Laurel, Maryland in 2003.

Tal Hendler
Vice President, Marketing and Sales

Hendler has been working in Communications since 1998. He joined Cellcom in March 2007 as Marketing Manager and by December 2007 he was promoted to Vice President of Marketing and Sales overseeing all marketing, sales and promotional activities for the organization.

Hendler holds a Bachelor degree in Business Administration (BBA), with specialization in Marketing and a minor in Mass Communication from the College of Management in Tel Aviv. His excellent communication and interpersonal skills earned him the position as Chairman of the Student Association of his College and status as a Presidential Member of the National Union of Israeli Students.

Hendler obtained a Master degree in Business Administration (MBA) from Ben-Gurion University in Beer Sheva, Israel.

He also earned a Bachelor of Law degree (LLB), specializing in Law, Communication, Intellectual Property and Technology from the Academic Center of Law & Business in Ramat Gan, Israel.

He is a licensed Counselor-at-Law and a member of the Israel Bar Association.


William F. Saamoi, Jr.

Chief Operations Officer

Saamoi joined the company in September 2004 as Operations Manager and was promoted to the position of Chief Operations Officer in September 2008.
Prior to joining Cellcom, Saamoi worked at the Liberia Telecommunications Corporation as Operations Manager from 1997 to 2002 and as  Deputy Managing Director for Technical Services from 2002-2003.
He serves as Cellcom’s representative on the Board of Directors for the Cable Consortium of Liberia (CCL).
Saamoi holds a Bachelor of Science Degree in Electrical Engineering from the University of Liberia and a Master of Science Degree (Merit) in Operational Telecommunications from the Coventry University in Coventry City, United Kingdom. 


Greg Cardoza
Chief Technology Officer

Cardoza joined Cellcom in June 2010. He is responsible for managing the Company’s GSM/HSPA+ network, with a subscriber base of one million plus.
Cardoza previously worked for five years with Nortel Networks as a Telecommunications Network Project Manager. He has over 20 years of experience in managing overall telecom network program operations. His professional career has spanned internationally in countries like India, Russia, Nigeria, Indonesia and now Liberia.
Cardoza has professional certifications in Siemens GSM and Nortel CDMA and GSM networks.
He holds a Bachelor of Engineering in Electronics and Communications from Mangalore University, Karnataka, India. Cardoza also earned a Diploma in Marketing Management from Narsee Monjee Institute of Management Studies in Mumbai.
